To start you need to complete the storyline of the Commander Lilith & the Fight for Sanctuary DLC up to Chapter 3, A Hard Place. Once you’ve advanced to this point in the story, you will notice a number of side quests become available for completion. The quest you want to get is given by Moxie. Speak with Moxie to start the Space Cowboy side quest.

The Space Cowboy side quest consists of two parts. The first part of the questline you need to collect 3 magazines in honor of Scooter. Collect these 3 magazines to trigger the next portion of the quest.

After you’ve gathered all 3 magazines, you need to return to Moxie. Moxie will take the magazines from you and you will learn the next part of Scooter’s will. Basically Elie is now the owner of Catch a Ride. Help Elie setup the Catch a Ride machine then drive and meet her on top of the ramp she’s setup. Take the jump when prompted then return to Elie to collect the Hats Off skin for your Bandit Technical.
