You will encounter Hiko as you head up the hill towards the Veilstone Cape. He is standing along the Windbreak Stand. Speak to him to learn that a group of Aipom has stolen his pack of goods. He will Request that you get the pack back from the pesky Pokemon.

Chase Down the Aipom and Get the Pack Back

Head west of where you found Hiko and interact with the Aipom there. They run away so follow them to the next spot. Interact with them again to get them to run away for a final time. Run over to their final spot and this time you will fight. Defeat the Aipom to get back the pack. You will automatically return the pack to Hiko. After a short cutscene the Request ends and you receive your rewards.
