To start you need to advance the story in Ori and the Will of the Wisps so you reach the location called the Silent Woods. In this location you find Ku and attempt to escape. During the escape Ku is knocked off a cliff and is injured. After this injury you receive the Kuro’s Feather ability.

Use Kuro’s Feather to Wake the Bear

Once you have Kuro’s Feather you will need to head to the bear’s location (shown on the map above). At this location you can use Kuro’s Feather to tickle the bear’s nose. To tickle the nose equip the Kuro’s Feather in one of the action slots. Activate the ability next to the bears nose to cause it to wake up.

That’s all you need to know to wake up Baur. You need to wake this bear up to access the location called Baur’s Reach. You need to visit this location to complete The Highest Reach quest as part of the wisp main storyline.
