You can compete in the Balloon Race in the Coastlands after you’ve acquired surf and have setup the Coastland Camp. Once you’ve done both things make your way to the camp and speak to the Balloon Race villager. He will challenge you to pop 24 balloons in 1 minute and 20 seconds.

Pop 24/40 Balloons

To complete the Request you need to pop 24 Balloons during the race. This race features both land and sea sections, which makes it a bit difficult. Remember to jump for ones high in the air (since both mounts can jump). Pop the 24/40 balloons and you will have completed the Request. The Balloon Race NPC will give you the Request Rewards for doing this. There is a reward for popping all of them so you can continue to race even after the Request is completed.
